Mr. Bidwell has just finished a
project at the Tides Inn in Irvington, Virginia.
The Inn is a luxury resort hotel and historically preserved property
located on Carter’s Creek adjoining the Rappahannock river. The project was the renovation of the hotel rooms and the
grounds of the property. This
project was completed in six months and resulted in the reconfiguration of older
and smaller hotel rooms into luxury suites suitable for 5 star clientele.
As the principal of Jim Bidwell, Inc.
He performs construction oversight and
project management duties on behalf of owner developers. In this capacity he also assists the owner/developer in
contract formation and the evaluation and selection of contractors.
Work activity specifically includes providing a project to satisfy
customer. He has a thorough
knowledge of contracts, planning, scheduling, and bidding.
Completed in 2000:
Construction manager on a civil and
general building project in Petersburg, Virginia – a 20 acre steel lay-down
yard. Project included excavation
and backfill on a 25 acre site to create and stabilize the yard to accommodate
20 acres for steel storage and a 5 acre settling pond.
The project included the construction of an office and maintenance
building was built on the site.
On another project in Sedona, Arizona
he was the construction manager on the construction of a new spa facility at a
major resort hotel. The project
consisted on the construction of the spa with two swimming pools and three
Jacuzzis, massage and treatment rooms and two restaurants.
Additionally, 14 hotel rooms were constructed in five free standing
buildings. The grounds were
landscaped and an entrance road and parking area was constructed at the project.
Completed in 1998 and 1999:
Construction manager on the
construction of 15 “Casitas” containing 60 hotel rooms in Sedona, Arizona.
The hotel is a luxury resort destination and the rooms are in small
southwestern style structures called Casitas.
The rooms are upscale with high quality appointments.
Concurrently with the Casita project was the construction of a meeting
pavilion containing business meeting rooms of various sizes and a large kitchen
capable of preparing food for the entire 225 room hotel.
Also included within the meeting pavilion are the offices for the hotel.
Between 1982 and the present:
Mr. Bidwell is a Construction
Consultant, Expert Witness in construction litigation and arbitration,
Arbitrator and Mediator. He serves
as a construction advisor and assistant to major contractor and developer
clients. In this role he has
performed construction management duties including project management and
oversight, and claims analysis. He
prepares marketing proposals for the company.
He has served as an Arbitrator since
1982 and on more than 100 cases. He
has also served as Mediator on many cases.
5/1984 - 12/1985 Sheraton
Corporation
Honolulu, Hawaii
Regional Engineer
As Regional Engineer at Sheraton
Corporation he was responsible for the coordination of new construction activity
for existing and new hotels. He
assisted the hotel developer in the construction of five hotels in Australia.
He participated in the inspection and acceptance of the Sheraton
Princeville Hotel in Kauai, Hawaii.
Additional duties during this
assignment included assisting hotel owners in Asia, Hawaii, Australia, and
California in the selection of project sites, in choice of Architectural firms,
in making hotel design and configuration decisions, and in choosing contractors
and making major system design selections.
He wrote the specifications for the
performance of the fire sprinkler retrofit project for the five Sheraton hotels
in Waikiki. This project was the
first major retrofit of hotels in Waikiki and the design of these systems set
the standard for fire sprinkler systems in Waikiki.
1/1982 - 5/1984
Central Pacific Boiler and Piping Honolulu, Hawaii
General Manager
First as Superintendent, he had the responsibility for the construction
of a steam boiler plant at Pearl Harbor. He
planned, estimated, managed and scheduled the entire project on this approximate
20 MW plant. After successful
completion of this project he was promoted to the role of General Manager of the
company. In this capacity he
supervised all estimating, contract administration, and construction undertaken
by the company.

As a Consulting Engineer and Licensed
General Contractor he undertook the practice of professional engineering and
general contracting. During this
time he developed a small retail commercial complex in addition to undertaking
contracting duties for others.
5/1976 - 5/1982
American Piping and Boiler
Honolulu, Hawaii
Project Manager
He participated in structural and mechanical design and the construction
of the Honokaa and the Lihue Power plants as well as many smaller projects.
The plants were comprised of oversized boilers to accommodate low Btu
value fuel (bagasse). These approximate 20 MW plants provided steam for plant
operations and electricity for export to the local power grid.
The steam turbines were Westinghouse turbines.
This participation included the design of many system components, the
selection and ordering of other components, the scheduling and design, ordering,
and construction activities via CPM Scheduling techniques and supervision of
many phases of construction activities.
1974 - 1976:
Arinc Research Corporation: In
the capacity of Design Engineer he planned and scheduled naval ship overhaul
activities. The planning activity
involved in depth use and implementation of Gantt Charting and Critical Path
Method Scheduling. The work
activity required the creation of estimates for the overhauls being performed.
The estimate functions as a preliminary to predict the crew sizes, and
the equipment and material needed to complete the work activity.
With this company, he also performed failure predictability analysis
studies for mechanical equipment to predict future failures of the equipment.
1972 - 1973:
Estimator, Quality Control Supervisor, and Safety Engineer for Dillingham
Shipyard. In this assignment, he
was responsible for all estimating done by the shipyard.
In the role of Safety Engineer he designed and implemented shipyard
safety systems to insure that the designs and procedures used by the shipyard
met the strict safety standards of the construction oversight organizations with
which the shipyard worked. He also
supervised the safety practices of the shipyard personnel.
As Quality Control Engineer he was responsible for supervising the
ongoing contractual obligations of the shipyard to guarantee that those projects
were performed to the specified standards.
1970 - 1972:
Design Engineer: With Babcock and Wilcox Company, in Barberton, Ohio, he
designed structural steel to the AISC Code.
Additionally, with the Performance Engineering Department, he carried out
heat transfer and fluid flow calculations in the design of boilers and boiler
components. Other design activity
with this department included the choice of fans, pumps, heat exchangers and the
design of flues and ducts.
1967 - 1970:
U.S. Merchant Marine. First
as an apprentice (Midshipman) and later as a Third Assistant Engineer, served
aboard American flag vessels as an operating engineer.
During this period he gained a thorough knowledge of power plants and
shipboard and facilities engineering plants in general and boilers, turbines and
ancillary power plant equipment in particular.
